The regulatory process is comprised of two key parts:
• The need for a project must be identified by the Alberta Electric System Operator (AESO)
• A Transmission Facility Owner (TFO), like AltaLink, must complete and submit a Facility Application (FA) to the Alberta Utilities Commission for review and it must be approved prior to beginning construction of any new transmission facility
The Alberta Electric System Operator (AESO)
The AESO is an independent, not-for-profit entity responsible for the safe, reliable and economic planning and operation of the Alberta Interconnected Electric System. The AESO determines the need for transmission projects in Alberta.
The Transmission Facility Owner (TFO)
A TFO, like AltaLink, is required by the Alberta Utilities Commission (AUC) to notify and consult with stakeholders located near a proposed transmission project. AltaLink seeks input from stakeholders and responds to questions and concerns throughout the public consultation process. AltaLink consults with stakeholders through newsletters, open houses, one-on-one meetings, phone calls and electronic communication. After the public consultation is complete, AltaLink will submit a Facility Application to the AUC to build the new facilities. The Facility Application will describes our plans to meet the technical requirements set by the AESO and provides information on routing, environment, costs, project components and schedules and our public consultation program. We will summarize stakeholder input and any commitments we make in the Facility Application.

The Alberta Utilities Commission (AUC)
The AUC is an independent, quasi-judicial agency that is responsible to ensure that the delivery of Alberta’s utility services take place in a manner that is fair, responsible and in the public interest.
The AUC reviews FAs from TFOs. Once an FA is received and deemed complete by the AUC, a Notice of Application is issued.
